Aging billionaire Rex Atwater plans to leave his mark on history through a crazed act of antiterrorist terrorism that will dwarf 9-11: nuking the holy city of Mecca. The scheme is complex. They must hijack a closely monitored nuclear waste shipment from Indonesia, build it into a bomb, deliver the device to Mecca without being found out, and survive. But with Atwater’s money, Carla’s tough, uncompromising expertise and leadership, Gerald’s vast knowledge, and The Allens’ firepower, the task begins to look just possible.
Boyce has to perform his terrorist duties while a part of him revels in being a member of a true team again; and he and Carla grow more and more attracted to each other. Meanwhile, he’s busy trying to keep his cover while building an airtight case against the conspirators. But there’s a strange reluctance on the part of his superiors to move in and make arrests…almost as if someone high in Washington wouldn’t mind seeing the plot succeed.
Despite the difficulties and a host of conflicts, Atwater’s plan—and Boyce’s counterstrategy— approach fruition. But word arrives there’s a traitor in the group, and the team moves to Baja and is kept incommunicado, so Boyce can’t alert the FBI that the plan has entered its final phase. The team hijacks the nuclear material and makes ready to head for Mecca.
But then, betrayal, stemming from on high. Most of the team is gunned down in an ambush by other terrorists, Boyce is unmasked as an FBI plant, and the ship loaded with the nuclear device
heads for San Diego, just hours away. Carla and Boyce have to work together to stop it, and they succeed…but at immense personal cost.
